The modern educational system drew its students from Al-Azhar and Al-Azhar at the beginning. There were committees roaming the country to visit the Al-Azhar and choose the elites from its pupils to join the modern schools. The distinguished students of Al-Azhar were chosen to join the higher schools when they were established. in France
However, this organization did not last long. In 1841, the Egyptian-Ottoman settlement was set to limit the political project that caressed the dreams of Muhammad Ali and to put an end to the size of the army and to infiltrate the state's hand in the management of the economy.
