Algerians are increasingly tech-savvy and interested in the transfer of know-how within the Information and Communications Technology (ICT) sector.  Government ministries are also interested in process modernization and the digitization of record-keeping. According to the Post and Telecommunications Regulatory Authority (ARPT), internet penetration rate was 71.2% in 2016, a marked improvement from 46.9% in 2015.  This places Algeria among the leading countries in Africa. Algeria has a mature mobile segment with a penetration rate of around 113% in 2016.
