The National Institute of Trade in the Valley was established by a joint ministerial decree dated 03 June 1995. The study was launched for the first time during the university season 1996/1995 as a first university nucleus in the wilayat of El Oued, where it remained for two seasons until it was transferred to the Martyrs Center in 1998 where it studied the Division of Commercial Sciences
