In the early 1990s, the process of sectoral liberalization initiated by the Bretton Woods institutions [1]  will dramatically change the Ivorian agricultural landscape. Unorganized and poorly organized, the producers did not have sufficient means (competent human resources, financial resources) to replace the disengagement of the State. It has therefore become necessary and urgent for producers to come together in organizations that are strong and representative in a changing environment. These reasons pushed the agricultural world to organize to take control of their respective sectors and promote their profession.
1992, marks the end of state-owned companies, such as Palmindustrie (oil palm), the Society for the Development of Animal Productions (SODEPRA - breeding), the Society of Assistance and Modernization of Coastal Agriculture Ivory (SATMACI - cocoa coffee), the Ivorian Company for the Development of Livestock Products (CIDV - food), which gave birth to the National Agency for Support to Rural Development (ANADER). In its disengagement, the state has involved producers in the restructuring process of the rural world. There was then the emergence of Professional Agricultural Organizations (OPA) with the advent of the Cooperative Law of 1997. In 1994, some umbrella organizations are grouped together in a consultation platform, its institutionalization will see the birth of ANOPACI on May 19, 1998. The latter is the result of the mobilization of farmers' organizations in the face of the disengagement of the State and the erosion of producers' incomes.
After the dissolution of the chambers of agriculture in 2001, the missions of the latter are, in fact, provided by the National Association of Professional Agricultural Organizations of Côte d'Ivoire (ANOPACI).
