The Regional Academy of Marine Science and Technology (ARSTM) is the Regional Maritime and Industrial Training Institute for the fifteen (15) French speaking countries of West and Central Africa.
 
It is a specialized organ of the Maritime Organization of West and Central Africa (MOWCA) which includes twenty - five (25) States from Mauritania to Angola.
 
 
The ARSTM was built by Côte d'Ivoire with the help of its partners at a cost of about 30 million dollars (16 billion FCFA). It covers an area of ​​thirty-three (33) ha.
The headquarters agreement signed with Côte d'Ivoire gives it diplomatic status.
