Royal Institute of Territorial Administration (IRAT) is a public institution for the training of senior executives whose mission is the training of the agents of authority of the Ministry of the Interior and foreign executives. This training, which includes military training courses, focuses on science, techniques and methods of management and command and the conditions for their practical use in the administration of population and territory.
The IRAT competition is open to holders of one of the diplomas giving access, at least, to the salary scale no. 10 or to a similar grade or equivalent, that is to say, to the holders of one of the national or foreign diplomas recognized in equivalence with the national diplomas, which allow to integrate, at least, the aforementioned scale of remuneration. These diplomas are governed in particular by the provisions of Decree No. 2-12-90 of 8 July II 1433 (30 April 2012) on the diplomas required for the integration of the various grades instituted by the special statutes.
The normal IRAT cycle is an initial training cycle of the Ministry of the Interior's agents of authority. Spread over two years, this cycle consists of a dual curriculum, military and administrative, and includes theoretical courses, practical exercises, seminars, internships and study visits. Passing the exams at the end of the training confers to the laureates of the Institute the diploma of master in territorial administration which gives access to the rank of caid.
